General Framework of the Topical Project Context Population of the contaminated areas, including pregnant women, has a little practical knowledge in the field of basic radioecological culture. This situation leads to the exposure of population and foetuses to radioactive contamination and additional health risks. Frequency of congenital malformations of the newborn in Gomel, Brest and Mogilev region is 20% higher than on other territories of Belarus (Ostapenko V.A., 2001). Thus, pregnant women are the main actors of this process. This Topical Project will be implemented in the hospital of Stolin and some villages of the Stolin District for the first three years, and probably for another two years in villages of the Slavgorod District. Objective of the Topical Project Topical Project provides training in practical radioactive protection for the Stolin District's pregnant women subjected to chronic low-dose radiation exposure. Local, national and international partners of the Topical Project Local partners: population of the four villages of the Stolin District, pregnant women and their families, medical staff of the Stolin District Hospital and villages dispensaries, authorities of the district and regional executive committees. National partners: Radiology Institute (BBRIR), Institute for Protection of Mother and Child, Chernobyl Committee, Ministry of Health. International partners: Medecins du Monde (French NGO), Swiss Agency for Co-operation and Development (SDC), IRSN. Success criteria of the TP: - Active involvement of local population, including medical professionals, young mothers and pregnant women to the project implementation.
- Improvement for medical staff of their radiological knowledge and quality working with the population on affected area.
- Reduction of radiation exposition of pregnant women through the wilful radiation risk control.
- Adoption of practical radioecological culture by pregnant women and their families.
Co-ordination and integration of the Topical Project within the framework of the CORE Programme TP "Health and Maternity" is integrated into the CORE co-ordination framework. Within the first three months of 2004, the TP must be submitted for approval by various instances (PAC and AB): - Once a year, concerned actors at local, national and international levels are informed of the Project implementation progress within meetings of the Health Care Priority Area Liaison Committee.
- Project results will be assessed through annual presentations at the Preparation and Assessment Committee (PAC) of the CORE Programme, and through integration seminars in the Stolin District.
This TP shall be implemented in close co-operation with the participants of the Mother and Child Health Project organized by the Swiss Agency for Development and Co-operation in the Bragin District, and the participants of the Health Quality Project carried out in the Chechersk District by the international NGO Medecins du Monde and IRSN. One of the prerequisites of a successful project implementation is the co-operation among actors of other Topical Projects located in the Stolin District and covering everything from economic development, agriculture, education, and especially - the radiological control. Main Activities provisioned throughout the CORE Programme duration Activity 1 Creation of a network of TP participants at the district and village level. Pregnant women and members of their families, young mothers, village dispensaries and the Stolin District Hospital will be involved in this network. Recruitment of a local facilitator who would be managing contacts between different actors. Activity 2 Establishment of partnerships. Group work with young mothers and pregnant women and transmission of practical radiological culture based on the best practices of the ETHOS project. Continuous involvement of new participants (pregnant women and members of their families). Activity 3 Creation of a video film summarizing the experience of the Stolin District people on the improvement of radiological awareness and safe ways of life. Elaboration of guidelines for local medical professionals working with pregnant women in the contaminated areas based on the experience of the ETHOS project. Procurement of TV and video equipment for medical facilities of the Stolin District. Training of rural medical workers to methods of work with new information materials. The topical project is planned to be implemented within the frame of the CORE Programme during years 2004-2006 in Stolin district, Brest region. The project's budget is _ 6 000; _ 36 520 is needed.
