| LIST OF DECISIONS OF THE APPROVAL BOARD SESSION held on November 17, 2004 DECISIONS - 29 project proposals recommended by the CORE Programme PAC (see attached) are approved on the following conditions:
- Project proposals recommended for the approval of the AB with minor amendments should be accordingly reworked by project initiators under supervision of the CT and presented to the Ministry of Economy of the Republic of Belarus for official registration. Information on the amendments made on the basis of PAC recommendations should be delivered to all AB members at the next AB session.
- Two project proposals "Young Family Club" and "Rehabilitation through Promotion of the Cultural Heritage and Consolidation" which were recommended by the PAC to be joined in one, should be considered as two separate projects to ensure due management.
- For the project "Revitalization process of local economic activities in rural contaminated territories for rehabilitation of the living economic conditions" it is recommended to explore the possibility of cooperation with UNESCO project on rural tourism in Polessie.
- On the basis of PAC recommendation it is decided to postpone consideration of project proposal "Creation of a Musical Educational Club "Adradzhenne" (Slavgorod district).
- Signing of the CORE Programme Declaration of Principles by Ms. Christine Frenzel on behalf of the Otto Hug Strahleninstitut, Germany, is approved.
- Guidelines for CORE Programme Applicants are approved. It is decided to translate this document into other languages (French, German, Italian) to make it easier for new participants to join the Programme.
- It is decided to hold the next PAC meeting in Bragin district, April 19, 2005.
- It is decided to hold the next AB session in Bragin district, April 20, 2005.
COORDINATION TEAM TASKS - To prepare and send to all AB members a list of all CORE Programme projects with special mentioning of funds already allocated and funds, which have to be identified yet.
- To ensure continuous accompaniment of local grass-root initiatives from the beginning through implementation phase and until the final evaluation by the existing TP or by other concerned participants in order to support their capacity building and create opportunities for local communities and civil society organisations to get access to bigger grants, and be able to handle development projects in future.
- To send letters of gratitude to those who contributed to development and launching the Programme (Neil Buhne – ex-UN/UNDP Resident Coordinator in the Republic of Belarus, European Commission’s ETHOS project group, France).
- The decision is taken to supply the CORE web site with other languages: German, French.
GENERAL PROPOSITIONS - To find ways of attracting more Signatories to the Declaration of Principles (the World Bank, the Order of Malta, US Embassy).
- To consider inclusion of new districts into the CORE Programme during the impact assessment of the Programme (done not only by experts but also by the beneficiaries).
- To consider the question of wider participation of NGOs in PAC meetings as observers.
- To reinforce the CT with more people and/or involve some other agency, which could provide assistance to the CT in case of the CORE Programme dynamic development.
- The Approval Board welcomed Mr. Lengfelder’s announcement on behalf of the Otto Hug Strahleninstitut of the readiness to become an international partner of the "Practical course of radiological Literacy for Pupils" small project initiative and to cover 1/3 of the project costs.
- The AB warmly welcomed announcement by Mr. Weingart, PAC Chairperson, on the allocation by the SDC Office of 100 000 Euros for development of small-budget local initiatives in the frame of the CORE Programme in the year 2005.
