| The following decisions were taken on AB session on April 20, 2005. The session was held under the chairmanship of CORE Programme Approval Board Chairman,Chernobyl Committee Chairman Mr.Vladimir G. Tsalko.
LIST OF DECISIONS OF THE CORE PROGRAMME APPROVAL BOARD SESSION held on April 20, 2005 Decisions on Projects 1. Approve 29 project proposals from among those recommended by the PAC (see "PAC recommendations" Nr. 1,3, 4, 5, 6, 8, 9, 10, 11, 12, 13, 14, 15, 17, 19, 20, 21, 22, 23, 25, 27, 28, 29, 30, 31, 32, 33, 34, 40). 2. Approve with minor amendments 9 project proposals from among those recommended by the PAC (see "PAC recommendations" Nr. 2, 7, 16, 18, 24, 26, 36, 37, 38). 3. Rework and resubmit at the next PAC session three project proposals, supported by the TACIS Programme (see "PAC recommendations" Nr. 39, 41, 42): - "Public University of Health Protection in the Regions Affected by the Chernobyl Accident" (applicant Ludmila Bliznyuk, "Belarusian Association of UNESCO clubs"; - "Community development by voluntary engagement - setting-up of a Volunteer Agency for Slavgorod and Chechersk districts" (applicant Stephan Malerius, NGO "German-Russian Exchange"); - "Taking Charge of Your Life: Mitigation of the Chernobyl Accident Consequences" (applicant Werner Kuepper, CCF Kinderhilfswerk, Germany). 4. As a consequence of absence of consensus among the AB members, according to the rules of AB (Basic Rules of procedure and Implementation Principles of the Approval Board, p. 11), postpone final decision on the project proposal "Reducing the dose of radiation for the population of Bragin, Chechersk and Slavgorod district by means of radiation monitoring, uninterrupted radio-ecological education and practical radiation protection" (applicant - Alexei Nesterenko, Charity foundation "House of Belrad") until the next AB session. Initiate during the period before the next regular AB meeting pluralistic expertise on the effect of pectin on the human body with participation of the project initiator, Belorusian experts, local community representatives, research institutes of France, Germany, Switzerland, etc.
Methodological Decisions 1. Pay special attention to developing CORE Programme methodology and strategy. Delegate authority for conducting methodological activities to the European Partnership Committee represented by Mr. Gilles Hériard Dubreuil, AB member. In particular: - Prepare for and conduct the methodological seminar in the autumn of 2005. Inform on results of the seminar at the next AB meeting in November 2005. - Put onto the agenda of the methodological seminar the issue of revising the existing "Basic Rules of Procedure and Implementation Principles of PAC and AB". - Work out the question of including an amendment "Small-Scale and Topical Project of the CORE Programme" into the Declaration of Principles.
Administrative and Procedural Decisions 1. Nominate, before due time, CORE Programme PAC Chairperson Ms. Cihan Sultanoglu, UN Resident Coordinator/UNDP Resident Representative in Belarus, due to mission completion by Mr. Matthias Weingart, Head of SDC Office in Minsk, in Belarus. 2. Extend, before due time in June, the term of office of the Approval Board Chairman, Mr. Vladimir Tsalko, Chernobyl Committee Chairman, for the next one-year term. 3. Provide an opportunity to all AB members to introduce comments into the "Annual Review 2004" before the official publication. 3.1. Agree all printed matter relating to CORE Programme activities with all AB members before official publication. 4. Hold next PAC and AB meetings in Chechersk, Gomel region, on November 23-24, 2005 respectively.
General Issues 1. Start within the framework of the CORE Programme preparatory activities as regards the 20th anniversary of the Chernobyl disaster and the participation in the international conference in Minsk in April 2006 in order to highlight contribution of the CORE Programme into rehabilitation of living conditions in the affected districts under the heading "CORE - to the 20th anniversary of Chernobyl tragedy". 2. Initiate consultations with administrations of the affected regions (Gomel, Brest, Mogilev) on their joining the Programme in respect of permanently incoming proposals to expand the CORE Programme over other contaminated districts of Belarus. Invite representatives of regional administrations to participate in the next AB meeting as observers. 3. Invite Mr. Vadim Voronin, Head of the Representative office of the World Bank in Belarus, as an observer to the next AB meeting in order to discuss the role of the World Bank in implementation of CORE Programme economic projects with the Bank`s loan proceeds. 4. Recommend to the Delegation of the European Commission to Ukraine, Belarus and Moldova to refer to the principles and functioning rules of the CORE Programme in the discussions with the relevant European Commission services on future EU financial assistance to CORE Programme projects. AB members, Chernobyl Committee and the Coordination Team are ready to provide consultations on this issue. 5. Ask Mr. Gilles Hériard Dubreuil, AB member, representative of the European Partnership Committee, to inform the AB during the next meeting on the results of his information visit to the affected districts of the Ukraine. 6. Welcome the initiative of the German NGO "Children of Chernobyl" (Niedersachsen) to join the CORE Programme. 7. Welcome the initiative of the Swiss Development and Cooperation Agency to support two small-scale initiatives from among those approved by PAC and AB on April 19-20, 2005: "Complex support for children with physical and mental disabilities living in Bragin district" (14 050 euro) and "Guarantees of immediate provision of the population with drinking water in order to satisfy their vital needs and health care, Chechersk district" (9 268 euro). 8. Welcome the initiative of the OSCE Office in Minsk to support five small-scale initiatives for the total amount of 30 000 euro.
Tasks to the Coordination Team 1. Ensure interaction with project initiators in regard of implementing PAC recommendations from April 19, 2005. 2. Arrange meetings of representatives of the German organisation "Children of Chernobyl" (Niedersachsen) with the CORE Programme participants and organize the ceremony of signing CORE Declaration of Principles during its forthcoming visit to Belarus in June 2005. 3. Initiate negotiations of the concerned parties, such as: Chernobyl Committee, UNDP, Topical project CORE-Agri, with the World Bank representatives of their possible participation in implementation of CORE economic projects. 4. Work permanently with the existing and potential CORE Programme participants in order to mobilize required resources for the CORE projects approved by the AB on 19 February/17 November 2004 and 20 April 2005.
